we've heard baltimore is going broke. today we'll learn more about the city's other failures and successes. she used to be maryland's first lady. now she wants to get into politics herself. we'll tell you what positions she's looking into. an investigator remains suspicion about a deadly fire this morning. they're pretty certain someone set this on purpose. we'll have the late nest their investigation on this monday, february 11. good morning, maryland. we hope you had a great weekend but those in the northeast had a major snowstorm. >> the blizzard has since drifted out to sea. this morning the cleanup efforts are under way. hundreds of thousands of people remain without power. nearly three feet of snow blanketed parts of new england. no doubt about it if you have family up in that area, you heard from them. they're lucky if they had power this morning. >> the number is 220,000 people remain in the dark. >> also, they're going to get hit again today for today. we'll be dealing with sleet and freezing rain across the area and snow.

the wintry mix is going to cause even more problems across that area. speaking of a wintry mix, we're mainly getting rain but we do have sleet mixing in some spots this morning so it is going to be a little bit slick out there this morning. we have heavy rain coming around baltimore right now. we can zoom in and see what's going on. also around cecil county, i-95 is very wet this morning, wedgewood hills. we can see these yellows and oranges and red colors. this is some heavy rain now that's coming around. if your travels are taking you northeast this morning, be prepared for some blinding rain coming down across the area. you're going to have to have those windshield wipers on high as you go through the rest of the morning. then things will start to die down a little bit. right now temperature wise, we're coming in at 32 degrees. more of the same in ellicott account. bat mr at 36. we -- baltimore at 36. we can see the humidity, the dew point temperatures the same. we're also dealing with some fog out there. as we head throughout the day,

what you can expect, temperatures to rise. we'll be right around 51 degrees by lunch time. the high temperature coming in at 55. this is with the cloud cover. if we get some sunshine, temperatures will be a little bit warmer. let's get a check of the abc2 traffic with lauren cook. good morning. we are dealing with heavy rain this morning. you want to be extra careful traveling in cecil and harford counties. here's a live look at 95 at route 543. it's slick this morning so take it slow if you can. no delays as you travel down from white marsh and white marsh into the city. 83 north of 695, everything up to speed. no delays heading downtown. you're looking at just an 11- minute ride traveling southbound from the beltway all the way to east fayette street. as we take a look at the other timesaver traffic drive times, 695 going to be in great shape. you're looking at an 11 34eu7b ride from the outer -- 11- minute ride from the outer loop to 83. 11 minutes to travel the outer loop from 795 down to 95. that's a look at your morning

commute. over to you. a big day in politics as baltimore city mayor stephanie blake prepares to give her state of the city address. >> the state is facing a gloomy financial forecast and it's something she'll tackle today. >> reporter: we're here at city hall where later this afternoon, a baltimore -- the baltimore city mayor will give her state of the city address. she's expected to talk about averting a million dollar short ful. the city is headed for bankruptcy if it doesn't make the necessary reforms to avoid it. this comes from a ten-year financial forecast which was gathered from an outside consulting firm. the report projects a $745 million deficit over the next decade because expenditures are growing faster than revenue, especially in areas of employee health care and pension costs.

and on another $1 billion in infrastructure deficit over the next decade and that's to maintain roads, bridges, and city buildings at levels far short of the current state of repair. it does not include schools and the mayor plans to discuss solutions today. she plans to propose a bold set of major reforms to address the fiscal challenges outlined in the ten-year forecast. the state of the city address will be held at 2:30 today in the council chambers right here at city hall. reporting live in downtown baltimore, abc2 news. this morning a teenager is accused of killing her baby- sitter and is due in court for and into hear -- for a bond hearing. investigators say the 14-year- old was baby-sitting his 7- month-old sister on thursday night while their mom was at work. the next morning police say the mother tried to wake the infant up for feeding because she was unresponsive. >> she never even had a chance at life. it's a shame. and now it's really two lives

taken away because the 14-yard just lost his life too. >> police say the teenager admitted to causing the injuries that led to the baby's death. he is now charged as an adult and being held without bond ahead of today's hearing. police now say they believe they know who is responsible for starting a deadly house fire in northwest baltimore. they believe they also have a person of interest. it was the scene friday in the afternoon when the flames broke out. from the beginning authorities treated the woman's death at the scene as suspicious. homicide detectives and the arson squad were at that house following the fire. neighbors say they became very concerned when the woman's car was not parked in the usual spot. they say the car was gone when the house went up in flames and thompts are now waiting -- authorities are now waiting for an autopsy on that woman to determine the official cause of death. 5 minutes after 5:00 right now. delegate hate harrison will be -- hatty harrison will be laid to rest today. family, friends and elected officials celebrated harrison's life during the funeral service

over the weekend. harrison was the longest serving member in the maryland house of delegates. she was elected into office in 1973 meaning she was also the longest serving african- american female legislator in the united states. maryland's former first lady now wants a new job. she has her eyes set on becoming anne arundel county executive after john leopold resigned earlier this month. this appears to be a last- minute decision. >> ehrlich want expecting leopold to resign so her decision to run for office came last week. some other candidates have expressed interest in the council seat. maryland's former first lady says she plans to use this week to figure out if she has the support of at least four council members. that's what she needs to win the seat. she says the mere fact she's a woman sets her apart. she wants to replace leopold

who resigned after being found guilty of misconduct in office earlier this month. ehrlich says she wants to restore dignity to anne arundel county for the rest of the term, but she has no intentions to run again in 2014. >> i have had several lives in this county so i'm well known. i was a lawyer in this county, actually when i was single before my name was ehrlich i was in this county. i worked as an attorney here in the county. then obviously as first lady of the state. >> so far no one has officially applied for the vacated position. the deadline is friday. a form for interested candidate -- forum for interested candidates will be held on tuesday. seven minutes after 5:00 right now. severe weather rolled through mississippi yesterday. >> coming up, we'll show you the damage left behind by this tornado and now the cleanup that must follow. >> something quite remarkable has happened to teen pregnancy

high winds this morning. a tornado riching through parts of mississippi sunday. this is video from one of cnn's eye reporters. they shot this from an apartment complex shor the tornado touched down a. number of officials in mississippi say three people have been injured and the storm has caused a significant amount of damage. the governor issue add state of emergency for four -- issued a state of emergency for four counties affected by the storm. >> you can see trees down, cars and homes damaged. debris everywhere.

the storm also damaged several buildings at the university of southern mississippi and a high school. many of the homes were left without power. the university and the high school will be closed today. one other thing i was reading, the red cross is completely destroyed in that community. so that's going to be a big hassle for people there because that's who they rely on at times like this. >> right now we have severe weather to the south. major snow storms to the north book ending us. what do we have? we have the rain right now. this is the second storm bringing the severe weather to the south. the far north you go, we have more snow across the plains and also wisconsin and all this is sliding off toward the east. but what we're also dealing with is the old blizzard that's bringing on top of it bringing some more snow, sleet across that area. but then we're also going to be dealing with the rain across our area for today. so we have a little bit of everything going on in different areas this morning. you heard me talk about the

rain but we also have some sleet mixing in with the rain. it is going to be a slick scenario, whether you're getting the sleet or the rain across the area. we do have the clouds at the surface this morning. we'll also be working with some patchy fog across the area. reduced visibility. we can see 4 in baltimore. not a big change there. frederick has a change. it's starting to come up a bit. we're at 4 named of the one -- at 4 nptd -- instead of the two and a half we saw earlier. we're going in the right direction. temperature wise this morning, we are not too cold. the temperatures are above average coming up at 35 degrees. you still need to bundle up as you head out and about. 34 degrees in ow wens mills -- owens mills and union bridge. the winds will be out of the southwest as we go throughout the day. that will help warm the temperatures up to mild conditions as we go into the afternoon. if you're heading to the airport, this is what you can expect. the temperature at 37 degrees. the fog is out there because visibility is only about 4 miles as of now. let's get a check of the abc2

back to the stories making headlines this monday. a million dollars, the reward being offered for any information leading to the acrest of former police officer christopher dorner. he's accused of killing three people, including a los angeles

police officer. last night authorities received a tip of a possible sighting at a lowe's just north of los angeles. they evacuated the store but the fugitive was nowhere to be found. the reward is so high because the stakes are equally as high. >> this is the largest local reward ever offered to our knowledge. some may ask why so large. this is an act -- make no mistake about it -- of domestic terrorism. this is a man who has targeted those that we entrust to protect the public. his actions cannot go unanswered. >> we're learning more information about dorner. among them, he was fired from the la police department in 2007. he claims his career was undone because of racist colleagues. an online manifesto he calls his killing spree his last resort. officials from the los angeles bliss department say they're

going to reopen his case. it's a case that caught everyone's attention. this month marks the one-year anniversary of trayvon martin's death. it would also have been his 18th birthday. over the weekend friends and family celebrated his life. the program started off with jamie foxx singing happy birthday to the late teen. said rick the enter -- cedrick the entertainer was also at the event. thousands of people remain stranded on board a carnival cruise ship on the gulf of mexico. the ship is running on emergency generator power this morning. carnival officials say an engine room fire broke out yesterday causing the ship to lose all power. the ship is drifting about 500 miles southeast of galveston, texas. a tugboat is enroute to bring the vessel back to shore and passengers are expected to reach land by wednesday. the family of joe paterno

the national average this morning is $3.58 a gallon, up 7 cents in the past week, 27 cents in the past month. even though there's more than enough gas and crude oil. american airlines and u.s. airways are expected to announce a merger this week creating the world's biggest airline. the merged company would have 6500 flights a day and nine major hubs. it would be known as american airlines but run by the u.s. airways c.e.o. identity thief stole its way to the top of the box office. it debuted with $37 million despite the blizzard in the northeast. it's the biggest opening so far this year. a distillery is meeting increased demand by watering down its booze because it can't produce enough bourbon enough. the alcoholic content will go from 90 proof to -- [indiscernible] that's america's money.
